Background

Public procurement is a powerful tool for driving innovation, but despite regulatory reforms and incentives, many healthcare systems across Europe struggle to adopt new solutions. InnoHSupport addresses these challenges by providing a structured framework and capacity-building resources that support the successful implementation of innovation procurement processes.

Mission

Our mission is to create an inclusive, interconnected, and effective innovation ecosystem for healthcare procurement in Europe. We aim to empower healthcare procurers and suppliers by providing specialised advisory services and fostering a collaborative environment that bridges gaps, reduces barriers, and facilitates the adoption of innovative solutions. By promoting strong partnerships among procurers, suppliers, investors, and other stakeholders, we strive to accelerate the impact of innovation procurement across Europe’s healthcare systems.

3 Pillars

Enhancing the skills and competencies of healthcare procurers, suppliers, and other stakeholders by offering tailored training and educational resources. Through the development of a comprehensive capacity-building program, including executive education, masterclasses, and toolkits, InnoHSupport supports the transition from traditional procurement to strategic and innovative procurement practices.

Providing hands-on advisory services designed to support stakeholders throughout the entire innovation procurement cycle. This includes strategic planning, needs identification, market consultation, tendering, contract management, and more. By offering guidance and support, these advisory services help healthcare procurers and suppliers overcome barriers, reduce risks, and implement successful innovation procurement strategies.

Fostering collaboration and networking among innovation ecosystem actors, including public and private procurers, SMEs, startups, research organisations, and investors. The Innovation Procurement Agora serves as a digital platform where stakeholders can connect, share best practices, and engage in co-creation and matchmaking activities. This pillar promotes a collaborative environment to bridge the gap between supply and demand, facilitating partnerships and enabling the successful implementation of innovative solutions in healthcare procurement.

Partners

The InnoHSupport consortium consists of 7 European partners +2 affiliated entities, based in 6 different countries: Spain, The Netherlands, Ireland, Bulgaria, Belgium, and United Kingdom. They will join forces to map, build, foster and reinforce capabilities in healthcare public procurement of innovation at national and regional level to increase preparedness for future public health challenges.

SILO

Science & Innovation Link Office (SILO) is a Madrid-based management consultancy firm specialising in innovation policy, business development, and public-private collaboration. SILO supports clients across Spain and South America, primarily in Colombia and Uruguay, with a focus on research, funding, and public sector advisory services. The firm has extensive expertise in public procurement of innovative solutions, helping clients address complex challenges in this field.

SILO’s strategic integration with Ascendo Sanidad & Farma enhances its capabilities in the life sciences and healthcare sectors and enables SILO to provide comprehensive support to research centres, companies, and public administrations. In the InnoHSupport project, SILO serves as the Project Coordinator, acting as the main intermediary between the consortium partners and the Granting Authority. SILO’s key responsibilities include overseeing the technical planning, coordinating project activities, and managing the administrative and financial aspects. As the PC, SILO ensures effective communication among all parties, monitors progress and guarantees the timely delivery of milestones and reports.

The main objective of WP2 is to identify and meet the learning needs of the healthcare innovation ecosystem, with a focus on promoting equality, addressing cultural barriers to change, and fostering collaborative learning for lasting change. To achieve this goal, WP2 has several specific objectives, including: mapping learning resources and needs for healthcare innovation procurement across stakeholder groups, developing healthcare innovation procurement-specific resources and making them freely accessible (Innovation Procurement Toolkit), designing and delivering masterclasses for various healthcare innovation procurement stakeholders, developing and delivering a multi-session ‘train the facilitator’ (TTF) course, evaluating and, if necessary, revising the WP2 learning materials and interventions, and planning for their long-term availability (sustainable learning).

Madrid Health Care Service (Servicio Madrileño de Salud – SERMAS) is the main procurer and provider of health services in the Madrid region. It has a network of integrated and organised healthcare services including 429 primary care centres, 37 hospitals, public health, and the emergency medical service (SUMMA112) with 80,000+ professionals across primary and specialised care. The main characteristics are the universal access and free services. SERMAS is considered at the same time a very advanced region in participation in research and innovation.

The Biomedical Research Foundation FIIBAP aims to promote research and scientific-technical innovation in order to enhance the quality of care in health centres dependent on SERMAS. An Agreement with SERMAS allows the role of the foundation in economic and administrative support.

FIIBAP is an affiliated entity of the InnoHSupport project.
